I sounds like you are being shown insight into your thoughts and worries regarding your sister. That you see her pain and are worried for her and angry against Torrence. You att know him twice. Once with your hands and another with a yellow bat.
Yellow can mean our minds. And it was plastic too which is not effective. So I think it is being revealed to you that the weapons you are using in this situation are not effective. Also you did not seem to have any interaction with your sister in the dream, you only saw her. That means you are only observing regarding her. I would venture you are seeing insight into her as well.
So in a nutshell you are worried for and defending your sister against a man that is not safe for her. But you use ineffective weapons. And you also received insight that your sister is “under attack” and not getting the help she needs and is broken.
So what is the point of God giving you this insight? What should you do with it?
I think it is insight to point you to a solution. Your worry and trying to fix this on your own (I.e. According to your ideas) will not help. It is a call to intercede via prayer and to seek the Lord in what else you should do. Seek God and align yourself with Him. Consider the following verses and give the situation, this man and your sister over to God. And pray like crazy. Remember God loves her more than you do and He loved Terrence as well. And He yearns to help and restore each person. You are being invited to cola our with God via prayer and to seek Him for anything else you can do to help.
“The weapons we fight with are not the weapons of the world. On the contrary, they have divine power to demolish strongholds.
