I would love some prophetic insight in is dream. In the dream, I had a long thin rope of flags; the triangular one that you hang up that were orange, purple, green and blue. I was holding the end of the string of flags and pulling them over a large sand dune and walking towards the sea. The string of flags was very long. I noticed that the light was dim and the sea water was slowly receding but I kept walking towards the sea further and further out. The light was becoming dimmer even at midday. I looked back and saw my friend picking up the flags quickly and folding the string to get more collected. I quickly looked back at the sea and the sea water had receded even further and I started to feel uneasy. As my friend got closer with all the string of flags that I had been dragging, she said, “We have to leave her quickly.” So I walked quickly towards her grabbing my flags.

I don’t know about prophetic, but maybe I could give you some insight that will help you interpret it for yourself.
Your row of colored flags makes me think of a dream I had about a row of colored plants. In my dream, they symbolized a line of chakras and moving towards enlightenment/greater understanding. If you’ve never heard of chakras though, that’s probably not what it is. 🙂
A rainbow flag is associated with homosexuality. Again, if that’s not a symbol you’re familiar with, that’s probably not what the dream was about. Still thought I’d mention it.
Are there any shops or places you are familiar with that have flags similar to the one’s in your dream? If so, think about what those places might symbolize to you.
The fact that you are moving through a sort of desert toward the ocean makes me think very strongly of moving towards greater understanding. The ocean is a strong symbol of emotion, the subconscious, and spirituality. It also represents the unknown and scary things that lurk beneath, after all, there could be fearsome fish monsters under there!
The ambiguity of the ocean in your dream is strong. You’re both drawn to it, and afraid. It is likely your “friend” in the dream represents some aspect of yourself, trying to hold you back or warn you. I’m inclined to think that your fear is holding you back, but you’ll have to decide that for yourself. It could be that your intuition is giving you good advice and the unknown is a danger in this instance. (Flags can warn us of danger.)
Consider that the unknown (both in the world and in ourselves) is scary, but we have to face it to grow.

Sorry. Wanted to add a couple things I thought of later.
Your colorful flags could also have to do with creativity, excitement, and individuality.
It still seems to me like the ocean is a good thing, whatever it symbolizes, but part of yourself (your friend) is afraid and holding you back. It’s trying to be more “collected.” This could be b/c you feel you should be more “collected” (organized, practical) instead of moving towards something more idealistic. Or it could be b/c you really DO need to prepare more or collect yourself before you go for your goal.
I wanted to also mention, a shoreline could also be symbolic of borders, travel, distant horizons, and an expanding world. Because the shoreline keeps moving farther away, and it makes you uneasy, it might be you feel something is slipping away from you. Perhaps an opportunity. Perhaps your excitement (the flags) is being “strung out” as you become more frustrated with reaching your goal, which never seems any closer.
The light getting dimmer could have to do with the sun setting (again, the idea that you are losing time) or it could be a manifestation of you moving deeper into your subconscious. Water and darkness are both related to our subconscious, the place where dreams come from and God often speaks to us.
