I dreamed that I was going to cross the street in a city where I lived a few years ago. When I looked ahead I saw several white cars in all directions that were preventing me from passing. On the opposite side there were trucks trying to pass and a traffic cop was placing some cones on the road and then removing them as the vehicles moved.

I wonder if this dream speaks to “crossing over” but you feel like some things or some people, maybe from your past are trying to keep you from going ahead?The traffic cop is there to bring order and prevent accidents, make it safe for pedestrians.
In this case, I believe God is the traffic cop. If you commit your plans to God, they will succeed. If you are in Him, His plans for your cannot be hindered or stopped. Though it seems blockages are coming from all directions, God can help you to overcome and navigate any challenge.
