I’m not sure if this friend of yours currently has or have had issues with the law in the natural/waking life. The dream is a call to prayer and for your friend to be very careful in terms of anger issues as it may get him into trouble literally with his girl friend or whatever she might represent.
1 Corinthians 10:12 comes to mind especially as it pertains to the first part of the dream and then appears to be confirmed by the second half.
