Thank you for sharing your dream with us. Please take everything that I share to the Holy Spirit as He Alone gives the accurate interpretation.
The scripture that comes to mind is Matthew 23:27. Please pray for the people in those positions they are in spiritual bondage and deceived. I am also reminded of Zechariah 4:6.
