It is a play on words. The “heads” of the individuals represent “heads” of departments/job/business and/or someone who makes decisions (e.g., sign a cheque, etc) but may not be actively involved in day to day activities and so on, that is, the manager, supervisor, leader and so on. Perhaps, you were due a promotion for the past 3-5 years. Here’s a rhetorical question for you “Is there a job opening/promotion/or business that you have been waiting for?” The features/age/condition of the individuals that you shared my shed more light about who these “heads” represent.
